Operational planning: from OPORD to map

An Operations Order (OPORD) contains the planning basis for a military operation. We show how to translate the information from an OPORD into a complete MilMap map.

The OPORD as a foundation

An Operations Order follows the five-paragraph structure: Situation, Mission, Execution, Service Support, and Command and Signal (SMEAC). MilMap helps with visualising and documenting the execution — particularly the movement routes, control measures, and reporting structure.

Step 1: Create and configure the map

Create a new map with the operation code as the name. Set the coordinate format to MGRS. Configure 3D terrain if the operational area is mountainous. Set the maximum zoom level to the level you need for planning.

Step 2: Plot manoeuvre elements

Enter all units and their initial positions as waypoints, named with the unit designation and position (e.g. "1PLT start position"). Use colour-coding per unit — this is applied consistently across all routes.

Step 3: Plan routes per sub-operation

Plan each movement phase as a separate route: approach, assault, and withdrawal routes. Add checkpoints at positions relevant for synchronisation (e.g. phase lines). Set walking times based on the tactical situation (assault vs. march pace).

Step 4: Control measures

Add the control measures as named waypoints: Line of Departure (LD), Phase Lines (PL), Consolidation Position (CP), Extraction Point. Give each waypoint a clear name that corresponds to the OPORD terminology.

Step 5: Preparing SALUTE reporting

Create blank SALUTE reports for known enemy contact points (intelligence products). This allows teams on the ground to supplement these with current information without re-entering the locations.

Step 6: Export briefing documents

Export the complete map per unit as a PDF route book. Export the map overview as KML for visualisation in Google Earth. Distribute via the unit's secure channels.
